If you do decide to replace the actuator be sure that the vanes in the turbo move freely without any resistance otherwise the actuator wont work and youll have to replace the turbo.

This client came to us with his Jaguar X-Type reporting a turbo fault we diagnosed it as the turbo actuator a quick clean of the actuator and the problem w. Ive just been quoted 620 to have the job done on my x-type.
